Returns GetDebitCardRestrictionResponse containing a list of CardRestriction items, each including RestrictionCode, RestrictionCodeDescription, RestrictionPermissionIndicator, and RestrictionPermissionIndicatorDescription. Uses _intRepository.GetCardRestriction internally.
